PREBLE  COUNTY LOCAL EMERGENCY PLANNING COMMITTEE

The Preble County LEPC was established in conjunction with Ohio Revised Code 3750.03 Section (A). In the matter of Preble County, The Board of Commissioners adopted a Resolution establishing the Preble County local Emergency Planning committee.

The purpose of the PCLEPC is to serve as the local emergency planning committee for Preble County, Ohio as specified by the Superfund Amendments and Reauthorization Act (SARA) 29 CFR 1910.1200, (United States Public Law 99-499) Title III (Emergency Planning Community Right-to-Know Act), Section 301 (C) and Sections 121.22, 2744.01, 3750.01 and 4905.82, 5915.18, and 6111.03 as amended and Section 3750.01 through  3750.99 and Sections 3751.01 through 3751.11 and 3751.00 of the Ohio Revised Code, and such Rules and Regulations as adopted by the State Emergency Response Commission (SERC).

The PCLEPC will fulfill the requirements and functions specified for the Local Emergency Planning Committees under SARA Title III. These duties include:

1)     Preparing, approving and reviewing (on an annual basis) an Emergency Response Plan for each covered SARA Title III facility within Preble County.

2)     Submitting initial copies of each Emergency Response Plan to the Ohio Emergency Management Agency Response Commission for review.

3)     Publish an annual notice of its public information procedures for use by the general public.

4)     Establish procedures to receive, store and retrieve material safety data sheets, chemical inventory forms and all other applicable documents.

5)     Establish procedures to respond to public requests for information.

6)     Make grant applications, disbursement of monies and developing an operating budget.
